How about this. He resigns -- and then pony's up the dough to qualify as a name on the recall ballot.
He's always been much better at campaigning than governing...
I think that might even be within the rules. 1. It spikes the Lt. Governor who can't really campaign because he now has a state to run and it frees him from duties and let's him go into full campaign attack mode.
