The Times Names a New Chief of Its Bureau in Washington

Philip Taubman, the deputy editor of the editorial page at The New York Times, has been named the newspaper's Washington bureau chief.

Mr. Taubman's appointment was announced yesterday by Bill Keller, the executive editor.

In his new position, Mr. Taubman, 55, will oversee all aspects of the newspaper's coverage of the nation's capital. He replaces Jill Abramson, who was recently appointed as one of two managing editors at The Times.

"Phil (like Jill) brings an investigative reporter's patience and tough-mindedness to the news," Mr. Keller said in a statement.

Mr. Taubman said in an interview that his "hope is to maintain the high standards of the Washington bureau, which have been exceptional in recent years, and to exceed them, if possible."

Mr. Taubman joined The Times in 1979 as a reporter in the Washington bureau, initially covering the Justice Department and later specializing in national security and intelligence issues. He moved to Moscow in 1985 and served as bureau chief there from 1986 until 1988. After returning to the United States, he was Washington editor from 1989 until 1992, and deputy national editor in 1993 and 1994. He was named assistant editorial page editor in 1994 and became the deputy editor of the page in 2002.

He has won two George Polk awards. He received one of the awards in 1981, along with Jeff Gerth and Seymour M. Hersh, for national reporting about two former C.I.A. employees who provided aid to Libya. His coverage of Central America earned him the second award in 1983, for foreign affairs reporting.

Mr. Taubman, a 1971 graduate of Stanford University, is the author of "Secret Empire: Eisenhower, the C.I.A. and the Hidden Story of America's Space Espionage," which was published this year by Simon & Schuster.
