What about the employer who asks for proof of citizenship and is given such proof,but it is a forgery?

If an employer is handed a driver's license, he should contact his state's Dept. of Motor Vehicles to verify the information on it. If an employer is handed a Social Security Card, he should contact the Social Security Administration to verify the information on it. If an employer is handed a "green card" or work visa, he should contact the Bureau of Citizenship and Immigration Services to verify the information on it.

I have no problem with this decision, except that the transmission shop should be solely lible for paying his compensation.

The transmission shop should be liable, not the AZ Workman's Compensation Fund. If employers were fined for hiring illegals, say $10,000 per offense, the illegal immigration problem would diminish quite a bit.
