Well, I think it said "exclusive of" and listed, among other things, the "communication or address." Because otherwise, freedom of speech is GONE. All you'd have to do is mutter "bitch" at someone and be guilty of communication motivated by gender.
But this, if it does pass, could really backfire on folks. After all, any interracial robbery could be prosecuted as a hate crime. An enterprising lawyer could make a killing
