Just to be sure that things were clear, I took your advice, translated this ZOT into Japanese, then back to English. The results are much clearer than the original:

Helo releases the republic. It means that as for the friend I should write here in order to come having truth. The many things are not truth. Clinton is loved the friend and by entirely. The bush is good to the president, it does not make. Economic place everything is bad with the bush. War is good, is not. Cause war of the bush it is good, it is not. Why, this way? It is good, why think? Make Clinton in order to come having the money and peace.
