I guess they are as likely to look like "Ming the Merciless" as they are to look like Romulons or Klingons.

I guess that on a smaller scale we could just randomly change bits&bytes in a computer program, and wait for an improvement to come along.

I didn't say anything about "random" chemicals or dirty hippies. This would not be a random process, it would require careful study of human and animal brain function, lots of experimentation on animals, etc. If it were easy to do, we would already be doing it now.

Kinda like a MIRACLE????

If you believe God made man, then yes, man's stepping up to the next level would be on par with the moment man was formed. Just as man was created superior to animals (because he possessed sentience), man will move up to the next level (although I would not be so haughty as to say that would put us on par with God, because Christians ascribe to him powers humans could never hope to match).
