July 24, 2003 -- Councilman James Davis unwittingly brought his killer with him to City Hall and helped him bypass the security surrounding the building that's home to the mayor and City Council.
Until yesterday, elected officials such as Davis - a former cop who legally carried a 9mm handgun - were exempt from rules requiring everyone entering City Hall Plaza to pass through metal detectors.

After they parked, Davis, Askew approached a second security post. But unlike others headed for City Hall, they walked around the post's metal detector, surveillance videos show.
In other words, he could have killed Davis at any time, but he chose to do it inside city hall for dramatic effect.
I'll bet he had a 9mm.
Anyway, do we know why the killer did this yet? Or how he was caught? I am in Europe so am sort of out of the loop.
City Hall New York must be one of the "most secure" city halls in the country, from the sound of it--and yet, 12 shots were fired inside yesterday.
The wonder of it is that no one else was hurt.
