In testimony before the Public Safety Committee of the City Council on June 24, 2002, License Division Executive Officer Captain Roy M. Richter acknowledged to Brooklyn City Councilman (and former police officer) James Davis that the N.Y.P.D. standard license application still collects data about the race of the applicant. The License Division does utilize a modern database to manage statistics about license applications, renewals, expirations and terminations -- one that that keeps track of, among other things, the number and types of licenses issues to physicians. However, Captain Richter told Councilman Davis that the License Division does not account for what it does to Black applicants Interesting.....
