That's because Clinton was talking to one of his few friends on the Republican side, Bob Dole. Clinton wants to please, so he gushed, and actually may have told the truth.

In addition, I sense these two men have a real affection for each other. Clinton's praise of Dole as a man who conquered a personal obstacle (his WWII injury) that would have kept down lesser men was off the top of his head. It was genuine, and it was admirable.
