Allen fails to get ABA's top rating (ABA 'disses another GOP Black Fed Judge Nominee)

WASHINGTON - Claude A. Allen of Virginia received the lowest passing rating from an American Bar Association panel for his qualifications to sit on the 4th U.S. Circuit Court of Appeals.

Allen, deputy secretary of the Department of Health and Human Services, was rated "qualified" by a "substantial majority" of the 15-member panel, and an undisclosed minority judged him "not qualified," a congressional aide said yesterday.

That a conservative was deemed even marginally qualified by the ABA is, in itself, surprising.

It is my understanding that the overwhelming majority of contentious Bush appointments have received very high ABA ratings. I'd be willing to flush this one if we could move the others through.

Let's not overlook the possibility that he's really not qualified - or are racial quotas OK if they're GOP racial quotas?

Isn't it enough that we have an unqualified Secretary of State?

I know Claude Allen personally. He is very qualified.
