The fact that he was a "bad guy" was not the intent of the original picture. You were supposed to feel bad for the person about to be executed.

That was the way it was reported to Americans at the time. False.
That is the way it is represented to kids in public education even today. FALSE.
Most folks out there who see the still or the film think "Oh, that poor little boy... that evil nasty man just killed a poor defenseless boy." and that's the end of it.
In that context, the cartoon is clearly sympathetic to Dubya.
