President Bill Clinton signed the 1998 act which was supposed to invest $97 million in this project. Apparently only $20,000 has been disbursed to the opposition groups - enough to buy some basic office supplies. The London office of the Iraqi National Congress, the main democratic opposition group, shut down at the end of last year. All this dithering and incompetence has enabled Saddam to replace his bombast after the Gulf War with a credible claim to have rolled back allied achievements then. If anyone still thinks Saddam will be content just with that, they will be deluding themselves

In answer to your question below about what we can do: One thing is to post the information you just did (thank you for it). What else you do depends on how much time you have and what your personal inclinations are. You can use the material posted on this thread to:

• Call, email or write your congress-critter and/or senator to express your outrage at the hypocrisy of the Democrats (do this especially if your rep or senator is a Dem). Tell them national security should trump their personal re-election ambitions — that sort of thing.
• Call or email your favorite local talk radio show, or TV news show, or one of the cable shows that take email. Express your own views about this subject — the posted material is intended to provide ammunition for just such endeavors.
• Write a letter to the editor of your local newspaper and/or to your favorite local or national columnist.
• If you belong to a local political club or volunteer at a party HQ, work through them to print up flyers using this info and get it passed out in your district.
• Pass the information around among your immediate and extended family and friends, and ask them to help spread the info. Ask them to call the congressional rep or senator, write letters, etc.

These are just a few ideas. Others may have their own ideas. But you'd be surprised how effective comparatively simple, inexpensive, efforts like this can be. Like throwing a pebble in a stream and watching the ripples spread, even very modest grassroots efforts can have powerful effects. Especially if many of us are doing the same thing in localities all around the country.
