A federal judge Monday struck down a ban on road building in a third of America's national forests, saying the Clinton administration rule illegally designated wilderness areas.
It was the second injunction issued by a federal judge against the so-called roadless rule. The first, in 2001, was overturned in December by the 9th U.S. Circuit Court of Appeals, based in San Francisco.

Throughout his time in office and to this day clinton gets overturned by the courts time and again.
Notice how the Bush administration decisions are constantly upheld by the courts (except for the occasional clinton appointee who rules against, only to have an appellate court overturn the clinton appointee).

Adopted in the final days of the Clinton administration, I would like to see a list of all the proclamations X42 made in the last month of his administration. He never had to live with their implications. He just left land mines for Republicans to deal with.
Gephardt wants to be President so he too can rule by decree. Was it Paul Begala who said, "Stroke of the pen. Law of the land. Kind of neat."
