Dewhurst was. The only problem with Dewhurst is that he's more interested in doing what's good for Dewhurst than anything else.
DeLay and Perry have made it easy for him, though. Get redistricting done, or your political career is over.

The other GOP senators voted for David Sibley, who did not run for reelection. Sibley was a fairly strong conservative with close ties to President Bush.
