Rep. Karen McCarthy's chief of staff resigns The Kansas City Star Phil Scaglia, who has served as Rep. Karen McCarthy's chief of staff since 1996, said Friday that he was resigning, effective July 25. "I've planned for a number of months to move on and pursue new opportunities and new challenges," Scaglia said. "I felt a duty to stay with the office when the congressman had her issue with alcohol dependency. Now that she's returned back to work for two months-plus, it's time for me to move to pursue other opportunities that I've had pending." McCarthy, first elected to Congress in 1994 after a long stint as a state lawmaker, could not be reached for comment. The Kansas City Democrat returned to work in May after a monthlong stay at a rehabilitation center in Arizona. "It's a major loss for Karen McCarthy," said political consultant Steve Glorioso, who once worked in her office for three months. "Phil Scaglia embodied the perfect congressional aide in so many respects: very loyal, very willing to subjugate his ego to the elected official, hard-working, got along with everybody. That's like the job description for a top congressional aide." Said Woody Overton, a former chief of staff to one-time Sen. Tom Eagleton of Missouri: "I have nothing but the greatest respect for Phil, having been in the same position myself for 10 years. She's going to miss him." Scaglia, 37, will be the sixth employee to leave the congresswoman's staff since a March 20 public incident in the Capitol caused her to seek help. McCarthy typically employs 16 staff members in Washington and Kansas City. One of the six was a former deputy chief of staff who was based in Washington. Scaglia said he plans to go into business for himself. He has organized two ventures: Powerful Performance Solutions LLC, a public affairs and labor-management consulting firm, and PAC Builders of North America, a company he formed with a partner that will help political action committees raise money to elect Democrats.
