During the Nixon/Kennedy race Kennedy campaigned on what he called a "Missle Gap". He claimed that the Soviets had surpassed us in the number of deliverable warheads. As a Senator, he knew that the charge was untrue. Nixon could not respond without revealing classified information. The charge went unanswered. Nixon lost.
