Hmmm. The Cubans did that on behalf of the spy Elena Montes - who was arrested just days after 911 as she was phoning home to Havana.
Seems she made great gains when she very conveniently bagged some interviews of Cuban generals during a trip to Cuba; made her look very good and so she ended up in a position to write assessments of Cuba's military which downplayed their capabilities and reach. No one thought to ask, I suppose, how she was able to swing chances to talk to Cuban brass.
