Does he have his residence here? If he needs the citizenship to do it, he's probably becoming a US citizen so he doesn't have to pay Canadian taxes, being rich and all.

What is the procedure for objecting to his application? Maybe a petition drive to have him considered persona non grata?

I'm not sure, but he may pay lower taxes as a citizen-- in that case, "follow the money".
