The age of consent has dropped for adults to have homosexual sodomy (the only type of sex that same sex unions may engage in) with a partner. In the majority of states that is under 18 (adults and minors). Even some states that permitted homosexual sodomy still kept minors from "consenting" to this aberant act with an adult.
Romeo & Juliet clauses in the laws permit even younger pairings among members of the same sex than normal age of consent barriers (below the age of consent as long as the persons are within several years age). This has been the case for heterosexual pairings and has been expanded to homosexual pairings.
Since the age of consent has DROPPED between adults and minors, how does this not fit a definition of sexual molestation? It all depends on just how mature the kids are we are talking about and if they can really consent to such an act with an adult.

These laws are usally just a lesser offense than full fledged child rape. I'm not aware of any that make these parings legal. And you might be suprised at how long these laws have been around.
