My 2 yr old niece can get out of her CAR seat in 1 minutes when she is strapped in properly

(not like I would know what is proper, i cant figure the $^&*$^&*$ thing out - my degree must not be advanced enough)

Any way you can. (The newer seat belts do help a little)

We called our oldest 'Little Houdini,' because he could get out of any strap, lock, or safety gate.

During one of his check-ups at the pediatrician's office, a family rushed in with their 2 year-old who had fallen out of a shopping cart. This child just kept screaming, it was one of the most dreadful things I've ever heard in my life!

After witnessing that, I was extra cautious when shopping with my little terror, but even then he managed to flip himself out of the cart-with me standing right there! He was incredibly lucky I caught him!

He's now 15 and refuses to sit in that seat anymore. :)

A good smack to the butt (or to the leg if they wear diapers) works well. If you don't like to spank in public you could do what my mom does and pinch them instead. No one can see you do that and it works almost as well.
