No, Congress would be empowered to adopt a garden variety statute, which could later be ameneded or appeal. It is not a one bite of the apple concept. It is not about making Congress SCOTUS for a day, and being empowered to write a law which would be the functional equivalent of writing a clause into the Constitution.
