I thought the recall effort was much closer to it's goal. In this article even the spokesperson from the recall seems to be acknowledging the 367,000 number. What gives?

Recall supporters have until Sept. 2 to turn in 897,158 valid names needed to put the governor's fate back in the hands of voters. The goal is 1.2 million, but they only need:
897,158 - 865,000 = 32,158
The article does not make it clear.

There are still hundreds of thousands in the hands of the recall people that haven't been turned in yet, I would presume having worked on a recall in AZ in the '80s.

From what I've seen that's the number that's been turned in and verified. There's a lot of layers to a petition with smaller number as you dig deeper.
