Anyone can be involved in an accident, and under certain cirucmstances, even a careful drive can hit a pedestrian who darts into the street.
That said, it is IMPOSSIBLE this Bishop didn't know he'd hit someone or something.
For the Bishop to leave the scene, when there was a possiblity that someone was hurt or dying, is an UTTER ABDICATION OF HIS PRIESTLY DUTIES for which he should be DEFROCKED.

Hearing even an unusual thump, I'd be concerned even about hitting an animal, or I'd even want to stop to check out any car damage. The logical thing to do would be to pull over and find out what happened. And, hitting a pedestrian...if an accident, you'd think he'd get out to check on the welfare of the person, and certainly, as a bishop, to pray.
