I usually come down pretty hard on the Bush administration for it's policy of damning Israel after it's retaliation for terrorism, but in this instance I am sure this article lies about Bush's reaction to the bus bombing and Israel's response. In light of that I'm going to give Condi a bit of wiggle room for the above comment.
I'm not sure what context she said that in, all the other damning of terrorism around it etc., may have been removed and softened making this comment by her more bold. She may have given a scathing attack on terrorism for five minutes before this one sentence. We just don't know.
