The state's $38.2-billion budget shortfall is likely to spark layoffs and other spending cuts for California's child-support system, hitting counties that already have some of the worst state records for collecting support.
Across California, the child-support systems could see a $40 million cut based on Gov. Gray Davis' preliminary budget plan.

Well then perhaps the courts should try to make more equitable visitation and financial arrangements, and forget about a-- screwing fathers wholesale.
Yes with mothers who didn't much care if the anchor baby's dad was ever going to pay, she counted on welfare all along. Plus it's easy enough for the dad to disappear, he can easily get a different set of purchased ID's. If they're doing that poorly collecting, they're kind of a useless agency.
GOOD! Instead of hunting down men and forcing them into indentured servitude to the "goddesses", maybe California will begin to see the down side of "free love", no-fault divorce, and the shackup mentality. When the institution of marriage returns to California, (and the nation), as a moral good and personal responsibility to God, to each other and the children, then the need to chase millions of men around the country like a national sport and force them into perpetual financial slavery will end.
So Gray must be the problem, lets recall him!
