In this day and age where we have people allegedly dying of cancer because of the monkey virus contamination of polio vaccines decades ago, where we have multiple types of herpes, hepatitus, aids, and other diseases that can be passed thru mothers milk or even skin contact, and have disease gestation periods of years or decades, I am not surprised at some level of outrage.
On the other hand, this has nothing to do with decency, this is a potential health endangerment issue. Unless there was some theatrical or exposure aspect to this beyond that normally associated with nursing an infant that has not come out yet, but I see no evidence for that, yet...
On the other hand, I am not in favor of 3 month olds being in daycare in general, but it is needed in some circumstances.

Hey maybe we should outlaw life...How can we survive without protection from these possibilities? I understand the Concerns here but lets leave the law out of it.

A woman I know has two kids. When she was pregnant with the first, she said of breastfeeding, "That's sick! A little baby sucking on your titty! It perverted. Gross!" I have always thought that she was the one who was sick about that, having so profoundly inverted the natural and the perverse that she would be so vehemently apalled.
On the other hand, times are changing, and while I see nothing indecent about what the day-care lady did(in fact it was a very nice thing to do, I think), this is one of those things that you just can't do anymore.
Milk is a "body fluid" and exchanging body fluids with children in your care is not something that should be allowed at a day care center, in light of the reality that we are living in a post-AIDS/herpes/etc... world.
I would expect some explicit, signed parental consent and waiver should do, for those who would like their child's day care to operate in a way that allows brestfeeding. Some people might be willing to pay a premium rate for such a service, under the right circumstances.
