Biden May Still Make Democratic Presidential Bid

— WASHINGTON (Reuters) - U.S. Sen. Joseph Biden said on Sunday he may yet join the Democratic field of presidential contenders, asserting a decision this fall won't be too late for him to win the party's nomination.

On CBS' "Face the Nation," the six-term Delaware Democrat said he still was considering making a run for the White House and would announce a decision early in the fall.

There already are nine Democrats vying to challenge President Bush in 2004.

Asked if such a late start at fund raising and organizing for a nationwide campaign would doom his bid, as has been argued, Biden said: "They may be right. I've said from the beginning I'll make that decision in early fall. If it is true that that is too late, then so be it. I believe it will not be too late to make that decision."

Biden, the ranking Democrat on the U.S. Senate Foreign Relations Committee, has kept a high profile by criticizing Bush administration foreign policy. He ran unsuccessfully for the Democratic nomination in 1988.

He reminded that former President Bill Clinton didn't announce his own candidacy until October 1991. Clinton went on to win the nomination and defeat former President George Bush in November 1992.

A CBS News/New York Times poll last month said two-thirds of respondents could not name a single Democratic White House candidate.

Ain't gonna happen. All of the rules put in place over the last thirty years or so preclude any kind of a "deadlocked convention" resulting. Heck, after "Super Tuesday" there won't be even three candidates left, and within a couple of weeks after that the winner will be so far out in front that their opponents will be forced to cave in.

The Democrats saw what happened on the convention floor in '72 with McGovern vs. Humphrey, and they never, ever want to see anything like that again. Conventions are coronations now, that's all they are.

After 8 years of 'toon getting blow jobs and selling secrets to the ChiComs in the whitehouse, plagarism now seems like stealing from the cookie jar by comparison. Of the nine dwarfts running, Libermanm is the only one remotely presidential and he'd hated by the party's left wing. Biden carries no such baggage and would look so utterly presidential alongside a midget like, say, Johnny Edwards or Howard Dean.

At a nasty Senate Foreign Relations Committee hearing last week, Sen. Joe Biden, the panel's ranking Democrat, berated Deputy Defense Secretary Paul Wolfowitz, who broached the subject of Iraq's immense oil reserves, the world's second-largest. As Mr. Wolfowitz attempted to discuss the role that will be played by Iraq's oil resources, Mr. Biden interrupted him, demanding to know, "What are the resources?" Then, Mr. Biden launched into his trademark lecture: "For us just to get to the point where we're talking about 1 million barrels per day export," the senator sneered, "there's going be a need for a $5 billion investment in the oil fields to get to that point."

Four days later, the New York Times, citing Thamir Ghadhban, the interim head of the Iraqi Oil Ministry, reported that Iraqi oil production had reached 800,000 barrels per day. By mid-June, Mr. Ghadhban projected, daily oil output would total 1.4 million barrels, of which 1 million would be exported. Relying mostly on equipment provided by a Halliburton subsidiary and Iraq's well-regarded petroleum technical staff " which has performed awe-inspiring production feats since 1997 in the face of years of sanctions " Iraq's oil output could reach 3 million barrels per day by year's end, Mr. Ghadhban predicted.

U.S. Sen. Joe Biden, D-France, admitted in 1987 he plagiarized part of a law school paper in 1965. He copied five pages from a law review in a 15-page paper without citing the source while at Syracuse University Law School. While running as a Democratic presidential candidate in 1987, he also used quotations in speeches from former British Labor Party leader Neil Kinnock and the late Sen. Robert F. Kennedy without giving them credit.
