New York's Legislature is poised to pass a law that would tighten registration procedures for buying beer by the keg and increase the deposit to $75. Proponents say the measures will make it harder for underage drinkers to obtain the kegs, or popular half-kegs.

No, it's not a "burden" to the buyer, but it's certainly an invasion of privacy. I fail to see the reason why anyone needs to keep a record of who is buying kegs.
And if they don't think it's a burden to the retailer, they're insane. The retailer will need to keep a record of the identification, so if he doesn't have a copier now, he's going to need to buy one.
In the end, the only difference between a keg and a can is quantity. Could they defend keeping this information on buyers of a single tall-boy?
Anyone who is conscious knows that drugs, though illegal, are prevalent in our society.
As long as there are bums (homeless persons for those of you who have been brainwashed) there will be persons of "age" to get the kids booze.
That doesn't even take into account the idiot parents that will get it for them.
Simply a feel good exercise to take money from the masses.
