Pretty cheap at the price if it's not completely falling apart.
Of course, there's maintenance costs, crew, upgrades of electronics and other equipment, fuel, docking, etc....but still.
If nothing else, you could use it for ASW or amphibious assult support work. Or as a training ship.

A good question. Since
Letters of Marque and Reprisal are mentioned in the Constitution, we can assume that the Framers accepted the idea of private citizens owning warships. It would have been silly to give Congress the power to grant these if no one was capable of using them...
