$4.5 million sounds like a bargain; there are small yachts that cost more than that. How much (and how many people)does it cost to operate one of these things? Or it could be parked somewhere permanently and converted into some really cool living space.

I don't know what the Nine would say, but there is a historical precedent. I believe private concerns were given letters of marque and permitted to attack the Barbary Pirates.
