Agenda 21 Global Plan of Action
Agenda 21 The Earth Summit was held by the United Nations in 1992. Dan Quayle endorsed the document for the United States. The Document contains several treaties. The two that might be recognized by the informed public, the Biodiversity and the Climate Change Treaty have not been ratified by the Senate and yet are being implement by the government at every level from the local to the national.Agenda 21 is a primary document which has been a stepping stone for subsequent United Nations conferences. It is ongoing, and will effect every aspect of our lives - This is not an understatement. The 40 chapters, some 240 pages long is known as soft law. Organizations such as AARP, members of the World Council of Churches, labor unions, League of Women Voters have agreed to push the United Nations agenda within their sphere of influence. The end result (in 50 years or less) will be population centers with 3 and one half families per acre of land, boundaries around these centers and anyone found guilty of crossing the boundary will be guilty of a crime. Resources, food, water, and all necessities of life will be distributed on an as need bases. Not whether you need the resource, but whether the system needs your labor in return for the resources granted. I know this sounds like science fiction, but the evidence is absolutely concrete. The State of Maryland has passed a packaged of legislation known as Smart Growth, Florida has a "South Florida Council on Sustainable Development", Michigan has a piece meal legislation package, these are just a few examples of state legislation aimed at instituting the United Nations agenda. At the local level Austin, Texas makes no bones about, they state, "In Austin, initiatives range from neighborhood plans to a local version of the United Nations Agenda 21, a global action plan for sustainable development. The Citizens' Planning Committee recently completed a report that forms a basic framework for sustainable development in the Austin region." This statement can be found at Austin, TX .

The IUCN's strategy is brilliant. First, the IUCN helped create both the "science" of conservation biology and the Society of Conservation Biology. The leadership of the Society, along with David Foreman (co-founder of Earth First! and Director of the Sierra Club), then dreamed up the granddaddy of all earth protection schemes--The Wildlands Project, which demands that up to one-half of America be put into wilderness reserves and corridors, with the remaining land as buffer zones.
Second, credibility for the pseudoscience of conservation biology was bought with foundation funding of conservation curricula within universities, and by strong acceptance by federal agencies belonging to the IUCN.
Finally, the IUCN wrote or helped write Agenda 21, the Conventions on Biological Diversity, Desertification, Sustainable Development as well as the President's Council on Sustainable Development's (PCSD) report in which, surprise, surprise, supporting documents like the UN Global Biodiversity Assessment name The Wildlands Project as the template for protecting biological diversity! What seem to be totally independent programs and activities are in reality a masterpiece orchestrated by the IUCN.
Through the IUCN, government agencies such as the U.S. Fish & Wildlife Service, the National Park Service, the US Forest Service, the EPA and other federal agencies can huddle in private with the Sierra Club, Nature Conservancy, National Wildlife Federation, National Audubon Society, Society of Conservation Biology, UNEP, UNDP, UNESCO and many others to develop strategies to implement their "ecospiritual" agenda on the ground by changing US policy -- without any knowledge of Congress or the people who will be affected. Making US policy is constitutionally the exclusive right of Congress, by the consent of the people, and not federal bureaucrats.
In short, the IUCN through its US members--not Congress nor American citizens--controls or heavily influences almost all US environmental law.

Comments on Reforming the North American Development Bank (NADBank) and the Border Environment Cooperation Commission (BECC)
The Texas Center for Policy Studies appreciates the opportunity to comment on the U.S. Government's background paper entitled Reforming the North American Development Bank (NADBank) and the Border Environment Cooperation Commission (BECC). TCPS, a 501-C-3 public interest organization headquartered in Austin, has worked on policy and project issues related to these two unique institutions since 1995. As such, we have seen the progress that has occurred in both institutions. Our understanding of the background paper provided for comment, and the Joint Statement of the Mexican and U.S. Presidents, is that the comments at this time should be directed at "immediate measures.

The North American Development Bank and the Border Environment Cooperation Commission were created under the authority of the North America Free Trade Agreement. BECC is responsible for certifying that projects comply with sound technical, environmental, financial, and public participation principles. The NADB provides loans and grants for projects that have been certified by BECC.
