Where exactly do you see it that teachers and principals are encouraging the children to go? Where do you see it that it was the government sponsoring ANY of the activities?

I guess you missed the part about only 1300 of the kids going, and over half the student body NOT going?
Somehow, it was only Pagan Miss India who got her knickers in a wad over this.

The rest of the kids have adjusted normally to life in a diverse population, it seems.
