Welfare recievers could be trained to perform these jobs, thus enabling them to GET OFF WELFARE, and to paying taxes like the rest of us SERFS. Instead Tennessee and the other states mentioned are farming them out to India. TN female inmates are answering the TennCare hot line. Again this is a job for for a Welfare reciever to be trained for to get them OFF Welfare and into the work force.
