Why should they not use this footage? Absolutely! If Bush had made a verbal gaff during the speech, you could bet the Dems and the media whores would use the "broadcast footage" every day repeatedly from now until the election.

Why should they not use this footage?Because it looks too good and the demonrats can't find any footage as good as that for their own campaign.
