But now, a new provision in a Missouri law outlaws selling materials if there are "circumstances where one reasonably should know" that the item will be used to "inject, ingest or inhale" controlled substances.

Don't ya just love it when mind-reading is made part of a law.

Seriously, we all have to make judgments in the world, and we all impose our values upon each other. It doesn't take a Great Karnak to understand intent, or sit on a jury, or try a case, or make a judgment.

Once upon a time, rolling papers were used for tobacco. Long ago, if one wanted to buy a hooka, it also was to be used with tobacco. Then can the deluge ( the 1960's ) and that all began to change. Instead of the few using such things for tobacco, more & more people ( kids ) decided that pot was " cool ".

It doesn't take a " mind-reader " to know what a " roach clip " is meant to be used for !

The Head Shop owners need to be given a bar of soap and sprayed down with a fire hose. Then forced to change diapers of drug addled people, and wipe their drool.
Next are you going to say that bar owners should be forced to tend to dysfunctional drunks? Gun shop owners have to take care of gunshot victimes? Car dealers have to take care of car accident victims? McDonald's franchisees have to clean up after fat people?

The schools really need to start teaching individual responsbility again, before it becomes a lost concept.

Why are bartenders or tobbacanists responsible for their customers wrongly harming themselves with their products?

While alcohol and tobacco are legal and their consumption is in no way inherently immoral, you try selling drinks to a barely-conscious drunk until he staggers out to maim or to kill, and see if there's not any jail-time to go with the stiff fine, loss of your liquor license, and civil lawsuits as a result of your own responsibility.

How is the consumption of, say, marijuana inherently immoral in a way that the consumption of alcohol is not?
