The real reason is a missing part of the puzzle. It's something we probably don't know. Many times the key to this kind of mystery is knowing there is a missing part(s)
to the available evidence.

The Commerce Dept. had it's share of deadly events. There was a woman employee who was found dead and half naked over the Thanksgiving holiday in the mid-90's, then there was the Ron Brown death. No definite conclusion was reached in the woman's death.

You are right that no one who knows the truth would put it here. Still the evidence we have available can be useful in coming close to the truth.
