Former President Bill Clinton and the University of Arkansas are considerating the creation of a new 'Clinton School of Public Service.'
Already being called 'UACS,' it would provide and undergraduate degree for students who attend the classes at Clinton's new library and museum facility in Little Rock.
Friend Bruce Lindsay is high on the idea and is mulling a weekend retreat where friends, advisors and educators would develop a curriculum.

Interview with Mike McCarthy -- CKNW 980 AM By PETER WARREN Sunday, January 21, 2000 CANADA --
- PETER WARREN:
- There's a report circulating across country this week about an RCMP investigation into the apparent importation of contaminated blood from Arkansas in the 1980's. We got a few details and then things got shut down news-wise.
Mike McCarthy from the Canadian Hemophilia Society in Montreal is on the line with us. Mike, can you add anything to it? What is the background to this story?
- MIKE MCCARTHY:
- Well, Peter, thank you first of all for having me on this show. This is a disturbing aspect of what happened, what was uncovered during the inquiry into the tainted blod scandal in Canada by Justice Horace Kreever back in the mid 90's.
And it was discovered that Canadian manufacturers of blood products for hemophiliacs were going to a blood broker in Montreal and he was, in turn, collecting from U.S. prisons when it was deemed too unsafe for this prison blood to be given to Americans, but, somehow, they found a customer, the only customer in the world that would take this was this broker in Montreal.
They brought it up to Canada and made it into blood products and exposed over a thousand hemophiliacs in Canada to these tainted blood products and most of these guys are dead or they're dying and Kreever uncovered that, indeed the conditions of the prison were appalling, that they were not using proper tests and the prisoners were running the program, that the management was destroying records, and that the FDA had shut this prison down repeatedly for gross safety violations, but somehow it got re-licenced repeatedly during the early '80's in Arkansas by the support of the Governor of Arkansas at the time.
- PETER WARREN:
- Who Was?
- MIKE MCCARTHY:
- Now defunct former president of the United States, Bill Clinton.
- PETER WARREN:
- O.K., ah, the company in Montreal, Continental Pharma?
- MIKE MCCARTHY:
- Continental Pharma Cryosan which went on to become the world's largest blood broker in the 1980's. It's ironic that Canada knew that this nefarious activity was going on in Montreal from the early '70's. In fact, the FBI investigated this company and found that the majority of the blood samples that were coming up and they tested through the United States into Canada were positive for hepatitis.
The RCMP investigated this company in 1980 and found that he was fraudulently relabelling blood to get into the country and they charged this company and got a conviction in the court of law in Canada, but yet somehow, this activity was allowed to continue under the very nose of our regulators in the country and for one very good reason, Peter. Our country was making a profit off this prison blood that was coming into this country.
- PETER WARREN:
- You're kidding!
- MIKE MCCARTHY:
- A crown corporation called the Canadian Development Corporation in the 1980's owned Connaught Laboratories 100%. The CDC was owned 48% by our federal government.
- PETER WARREN:
- Ya
- MIKE MCCARTHY:
- And they were making millions of dollars off this blood coming into the country to be made into factor products for hemophiliacs and not only that, Peter, this stuff was shipped around the world, to the rest of the industrialized world and there's some pretty solid speculation that Canada could be partially responsible for the contamination of the rest of the world's blood supply by allowing this activity to continue.
- PETER WARREN:
- Is it true, what I have heard, that the company in the States that was collecting and shipping and selling the prison blood and shipping it up here was called "Health Management Associates and the president of that company was a one Leonard Dunn, who was buddy-buddy with Governor Clinton?
- MIKE MCCARTHY:
- Well, he was more than buddy-buddy. He was his campaign manager for the Democratic convention to get him nominated to become president of the United States. Mr. Dunn was put into Health Management Associates as a troubleshooter by the Governor Clinton, at the time, to try to smooth things over because the FDA had gone into this plasma program in Cummins, Arkansas, at the prison there and was threatening to permanently shut down the program and with the help of Leonard Dunn and the Governor, they got re-licenced repeatedly. And I might add that there was millions and millions of, you know; It was a huge operation that money apparently, ah, you know there is a money trail here, Peter, that seems to be unaccounted for in the tune of 20 to 30 million dollars that obviously some speculate went into the coffers of Bill Clinton's campaign fund.
- PETER WARREN:
- Now, what's happened right now? I mean we're talking what? You're talking 1980, are you?
- MIKE MCCARTHY:
- We're talking from...this prison collected blood and sent it around the world from 1967 to 1994. For the majority of Bill Clinton's years this prison was operating night and day and on weekends. In fact, they couldn't get enough blood out of the prisoners, so they opened up a separate plasma program in the hospital in the prison, so sick patients could donate plasma to send up to Canada.
Ah, at the very least, President Clinton, former President Clinton, had an opportunity to shut this prison down and there would have been no other avenue for the blood broker in Montreal to get prison blood in North America. We could have saved many lives if, on both ends of the border, if we would have done our job and shut this unscrupulous activity to continue.
- PETER WARREN:
- Mike, there's a new investigation into this now?
- MIKE MCCARTHY:
- Well, expanded actually. We have been feeding information and documentation and evidence to the RCMP in the last couple of years as this story broke in terms of the prison blood issue. We finally...we knew about it when Kreever brought it up in 1995, but we didn't have all the pieces of the puzzle. What happened, a couple of years ago, we had a doctor at the prison blow the whistle to the conditions of the plasma program.
He came up to Canada and handed over a great deal of evidence to the RCMP and gave us the same evidence and it showed these unbelievable, appalling conditions...people that were obviously jaundiced that had distended abdomens from cirrhosis that were... had just donated plasma. They found that, you know, here we had a prison population that earned no money from hard labor in the fields for the state of Arkansas, so that the only way that this prison could make any money was by getting $5 for donating plasma. So of course,all these prisoners, would of course, not be truthful and at the end of the day, we do now and the RCMP do know that, you know, there was money that was put ahead of safety.
The RCMP see that this is obviously, ah, that there's a criminal trail involved here and we honestly think that they are going to make huge arrestsin this endeavor in the very near future.
- PETER WARREN:
- What is it, Mike? What is the very near future mean?
- MIKE MCCARTHY:
- I would think this year we are going to start to see some high level arrests in Canada for the scandal in the contamination of our blood supply. Some of it may not be directly related to the Arkansas incident, but obviously the RCMP are investigating the wide spectrum of some of the unbelievable things that were uncovered during the Kreever inquiry.
Ultimately, we are going to see high level politicians, I believe, corporate presidents, people that worked for the Canadian Red Cross, obviously, all of those people are huge suspects in this scandal in Canada that has been going on for many years and millions of dollars, 30 full time investigators at one point on this case, many of our people in the community that got infected with AIDS and Hepatitis C have been prepped with, ah, to testify when these charges come out, so we feel quite confident that the RCMP are going to get their men here! It's gonna take a while, but, it's gonna happen.
- PETER WARREN:
- Are the RCMP getting help from the Stateside law enforcement officials at this time?
- MIKE MCCARTHY:
- Oh, I think that things have turned for the better with President Clinton not in office any longer. Our information with the RCMP was that they were blocked at every turn with the Clinton administration. There was no cooperation from the justice department in the United States to get records from the plasma program in Arkansas, from the Governor's office in Arkansas.
In fact, over 400 boxes of documents are missing in Arkansas that relate to the prison plasma program and we've been told that the former president had removed all those boxes of evidence just before he became president of the United States and no authority in the United States know where those boxes are at this present time.
We have been told by the RCMP that the FBI came up to Canada to determine what we knew about what happened in Arkansas, NOT to cooperate, but to provide information to the Whitehouse in the United States, which Clinton was very interested in this story, as you might be aware of.
- PETER WARREN:
- So, it might be now with the change in presidents, that we could see in a year or more President Clinton being subpoenaed.
- MIKE MCCARTHY:
- I would believe that would be, ah, I think likely in any event, if we get any sort of cooperation in the United States. There's enough evidence already, that I think victims of tainted blood around the world are looking at the United States that will be putting a lot of legal pressure on the state of Arkansas, the former Governor, the FDA.
Obviously, that ah, you know, with people losing their lives, they want to get at the bottom of this, their families, governments from other countries that have had to pay out enormous amounts of money to take care of these sick people and to compensate them. I think we are going to see Mr. Clinton brought up before the courts in America, definitely!
- PETER WARREN:
- Then we might see civil suits of other governments suing our government and our government getting the American government or the Arkansas government in return?
- MIKE MCCARTHY:
- Well, I don't know whether our government will seek damages in the United States. I went down to Washington and pointed the finger at this whole story a number of years ago, in 1999, in fact. I launched a billion dollar lawsuit in Canada against the federal government.
- PETER WARREN:
- Ya, I remember that.
- MIKE MCCARTHY:
- And, you know, we got no help at all, Peter, from the LLoyd Axworthy in External Affairs. They came to our press conference and basically took notes and tried to provide a rational to the press on why this was allowed to continue.
At the end of the day, our government who made money on this, blamed the FDA for not telling the blood broker in Montreal that prisons were bad places to collect blood from and we find this to be an outrageous excuse why this was allowed to happen, so, I think Canada is in deep trouble from the rest of the world for what they allowed to go on here, the blood brokering, the stuff went to their countries, but, and the liabilty's huge in Canada, but I don't know if we in Canada, will in turn, be able to sue the United States because we had full knowledge of what was going on.
We could have stopped it.
- PETER WARREN:
- How many men have the RCMP, Mike,got on this case right now?
- MIKE MCCARTHY:
- Well, I know they have only 2 or 3 in Montreal, but, that is fairly significant considering the amount of leg work that they've done already.
- PETER WARREN:
- Full time, 2 or 3 full time?
- MIKE MCCARTHY:
- Full time.
- PETER WARREN:
- Oh that's not bad.
- MIKE MCCARTHY:
- And you know we are, you know it's not a huge force; it has limited resources, but, they've collected over a million documents. They've gone all around the world; they've got..the blood trail has gone to other countries.
They've gone to England, all of Europe, Japan, Australia to track down where a lot of this blood went to. Kreever did point out that the Arkansas blood went to places like Japan, France, Switzerland, Spain,and this stuff was tainted and Canada does have a high price to pay for that, because we did not warn those countries that this stuff was potentially lethal and now, there is a price to pay for that.
People died!
- PETER WARREN:
- Have you tried poking '60 Minutes' or something and getting media attention stateside with this?
- MIKE MCCARTHY:
- Well we did do a piece with CNN newsmagazine on their Sunday show and we did a twenty minute piece with them, but, they, at the end of the day, Peter, they blamed the prisoners. They didn't even mention the administration of the United States for being responsible for this. They just said well, you know,the prisoners cheated, they lied and they're the ones at fault here, despite all this evidence before them.
There seems to be almost a media embargo on this story in the United States.
We have repeatedly tried to get networks interested in what was happening here, but a lot of the media in the United Stateswas focused on the scandal with Lewinsky at the same time that this story broke in the United States and we got buried.
- PETER WARREN:
- You should pick up the phone to the new senator from New York and say, "Hey, Hillary, we've got something else on him."
- MIKE MCCARTHY:
- Yaa, I don't think she'd pick it up and answer. Certainly, to us, even Hillary, you know, obviously played a part in supporting her husband in Arkansas.
- PETER WARREN:
- Yes, exactly. Mike, thanks very much for filling us in. Good luck with it all and please keep in contact.
