I think you may be on to something.
http://www.drhull.com/EncyMaster/EncyImages/fetal_alcohol.GIFThanks for the link: you do not have to have 100% of all Fetal Alcohol Syndrome (FAS) features to make a diagnosis, but damned if cruise-girl isn't a close match to your image. Her LD and impulsive nature makes her suspect as well.
Having said this there is no excuse for her behavior, and she is going to receive quite the education. She also looks like many Caucasian female prison inmates I have seen over the years.
