The planned sale of nearly $2 billion in bonds to pay pension obligations is a major piece of Gov. Gray Davis' plan to erase the state's massive deficit -- but it amounts to just a drop in a wave of borrowing already used or proposed for everything from paying the state's electricity bills to financing health programs.

It'll put a nice big crimp in the Dems' spending plans for the next several years.But the Dems will be laughing all the way to the bank. Other than squandering billions on electricity, the other major factor in the budget crisis is the massive increase in pensions for government workers that the legislature voted themselves and Davis approved.
