According to the CBS special last year (it aired just before the re-broadcast of the documentary hosted by De Niro), the President actually forced AF1 to return to DC counter to the SS's wishes. I believed he said something to the effect of "I'm not going to let some tin-horn terrorist keep me out of Washington."

That's the read on it I got as well. USSS wanted him safe at Offutt but with the skies cleared of aircraft and ton of escort he wanted to be back in D.C.
