Interest groups such as the Sierra Club and Citizens for Better Medicare often use them to pay for issue ads that mobilize support for Democratic or Republican candidates without explicitly telling voters for whom they should vote. I've received mailings from the Sierra Club. They don't tell you who to vote for but they do tell you how the "extremist right-wing" and "Goerge W. Bush" are killing the environment. I never read such hate mail before.
