No, it was actually Steve Hatfill, first exporting the anthrax to Egypt, after making it in the US himself, of course, then bringing it back, to make it look like he is not involved. After all, the FBI said, he was the "anthrax killer". ( also sarcasm).
It's always been Saddam & Al Qaeda.
