Why did Clinton wait until Dec. 19th, 2000 to push the UN for tougher sanctions against the Taliban?
Clinton's 1999 State Dept. Report on Terrorism shows that his administration knew a great deal about the international terrorist threat...their weapons, locations, history. The UN understood the danger...they pulled their own people out the same day they issued the new threat.
Dec. 18, 2000, the Electoral College elected George W. Bush President of the United States - officially ending the lengthy 2000 election.
Dec. 19, 2000: President Clinton went to the UN to push for tougher sanctions on the Taliban if they didn't hand over Osama Bin Laden.
Dec. 20, 2000: the UN reluctantly issued the threat with the 30 day grace period....to go into effect in time for President Bush's Inaugeration Day on Jan. 20, 2001.
Conducting Foreign Relations Without Authority: The Logan Act
Abstract: The Logan Act was intended to prohibit United States citizens without authority from interfering in relations between the United States and foreign governments. There appear to have been no prosecutions under the Act in its almost 200 year history. However, there have been a number of judicial references to the Act, and it is not uncommon for it to be used as a political weapon. Although attempts have been made to repeal the Act, it remains law and at least a potential sanction to be used against anyone who without authority interferes in the foreign relations of the United States.
For the same reason he depleted the military and didn't replenish it to keep a Republican Administration preoccupied with foreign affairs and rebulding the military and not pay attention to domestic affairs and undong the damage caused by the Left.
