What better way to use bio/chem then the "Hilton".

My thoughts exactly.

Initial symptoms sounds like those of diseases such as influenza, hanta or smallpox.

Now I am not saying it is those diseases, but a ternament after which people disperse to various geographic areas would be an excellent staging area for releasing bioweapons.
