"I guess that it is ok to send volunteers, residents, and criminals from prisons to fight forest fires, but it is frowned on to have a man go safely rescue his pet when firefighters tell him, "Sorry ya gotta watch the dog cook at yer window cause its just too hot for us to go do it right now...hey could ya pass the marshmellows over there."
This is absolutely the way it should be viewed. This is an unnecessary leaning on citizens for no good reason. No one was endangered and they didn't want to bother with a dog. If it was too dangerous for them they should be allowed to avoid the job but if the owner wanted to risk his life he should also be allowed to do so. We have too many people already in jail to boost the jail production of items which compete in the marketplace against the same items made commercially in this nation by people who pay taxes on their earnings for making those items.

The pet owner has the moral and legal responsibility to provide for the safety and well being of the animals in his care. There are arrests almost weekly now in the news of a pet owner charged with not providing proper care for his animals.
I would say asking and waiting 30 minutes for the FD to rescue the obviously threatened animal is proof he was trying to work within the system, the ultimate responsibility for the animal's well being was the owners, though.
He did what he had to do to secure his dog's safety.
You are right in that no one was endangered. The FD wanted to run the show and did not appreciate being upstaged. I have seen similar reactions when several departments/jurisdictions are trying to run an operation. Once a fire chief ran a Nat'l Guard road block saying they had no jurisdiction over him, big chase, wrecked car, etc.
I hope the dog owner gets a sensible judge, and the PD gets its ass chewed out.
