LAPD looking for Suicide Bomber in USC campus area

LAPD Tac 1 (507.0875) has a cp for a man wearing a bomb in or around the USC area. Metro 1 (506.8375 )has traffic re: the bomb squad.

The ironic thing is, an armed citizenry IS cleary useful in deterring property crimes by criminals not interested in dying, sexual assaults on women, etc.
But the crimes that people here make laughable claims about an armed citizenry being a panacea for are politically-motivated suicide bombings, and things like the DC snipers.
Every citizen in the DC area could have been concealed-carrying a handgun and present at sniper every shooting scene and it wouldn't have made a damn bit of difference.
And an armed citizenry would be 99% useless in stopping a large scale suicide-bombing campaign in the US, requiring, as you note, bomber incompetence.
What HAS worked against suicide bombing in Israel and what has been successful in markedly reducing the rate of attack is destroying the infrastructure of the bomb vest making; and that's been basic government/military intel/police work.
Making an effective wearable suicide device is less trivial than it seems, and each bomber requires a "support staff" of about 20 people to pull it off.

There have been cases where homicide-suicide bombers were detected and taken out before getting into crowds in Israel by armed citizens. Likely off-duty military, but still, the example applies.

"How does this happy circumstance prevent a suicide bomber from accomplishing his deed?"Assuming the bulletin is accurate, they'll be able to do the same thing as the PD when they see him. It's a male dressed in bomb. Sounds like he's not even wearing slippers. I don't think CA has picked up on this fashion yet, so he shouldn't be too hard to pick out of the crowd.
If someone does see them, they can wait 'till he locates to a place relatively safe to set off a bomb and command him to stop, hands up. If he acts aggressive, tries to run, or looks like he'll make a break for something to threaten, shoot his batteries, or him. He's a homicide bomber, his intent isn't suicide, it's homicide.
