Clinton had a plurality not a majority. He never got more than 50% of the vote. I may be wrong but I believe W got higher popular vote numbers than Clinton (I could swear I've heard Rush make this statement more than once but my brain cells are a bit overloaded lately so please don't yell at me if I've misremembered).

Slicing & dicing is fun in the kitchen - but this has nothing to do with the vote counts. Either way - the popular vote doesn't really matter, nor does the percentage of the vote - only who won matters.
