Seven years after the dawn of electricity deregulation in California, a group of influential lawmakers is proposing a dramatic sunset.
The state would return to regulated utilities, putting an emphatic halt to a disastrous experiment in market-based electricity, under a bill unveiled Wednesday.

The electricity market in California is nothing but regulated. To call it "deregulation" is simply a lie. Deregulation was the rearranging of regulation, not the free market.

It was never deregulated into a completely free market. The state put caps on the prices that could be charged to the consumer while forcing the suppliers to engage in a daily spot market auction where the supply was restricted. The result was energy sold to the highest bidder on the open market and sold at a state mandated loss to the consumer. Predictably the suppliers descended into bankruptcy...a process prolonged by theft of California state taxpayer funds.
The state and energy suppliers are now deep in debt. The limited supply is even more limited. The demand continues to grow unabated...fueled by legal and illegal immigration. One wonders what the evil socialists in Sacramento will invent next.

Deregulation has never been tried. In the old days, California could get away with screwing AT&T and other national utilities with markets in other states, because they could make sufficient profits in other states to subsidize California. Now the chickens have come home to roost.
You can't teach a socialist new tricks, but someone should make it clear to them that the other 49 states are not in business to subsidize Californistan. If they want to go down the tubes, that's their choice.

The bill would permanently end one of the centerpieces of deregulation: the ability of some customers, mostly large energy users, to make their own deals with generators.If these large energy users cannot lock in their own deals, but are instead subject to the whims and incompetency of the CA PUC, won't many of them be looking to locate elsewhere?
Also, what private companies are going to be willing to foot the bill for new generating plants or upgrades if they are under the thumb of the CA PUC?
