They just took off the Iraqi flag. It wouldn't have worked to have the flag up on a toppling statue! It would have symbolised the fall of Iraq instead of the fall of the statue!

I do not have the page cite handy right now - I will get it later. History shows that he did not take the course of action he felt he should have taken, and for that, I believe he has a share of the moral culpability in the sneak attack on Pearl Harbor.
