Iraq used to be a democracy back in the 1950's. It might be easier to revive it there than in some other places.

And we do know that they have an election authority. Saddam just won 100% of the votes with 100% of the population voting, remember?

Seriously though.. Seems to me that the place is ill equipped to elect anything beyond neighborhood councilmen.. Perfect setup for a new dictator to plug in.
